Introduction to Government

A government is an organized system that manages the affairs of a country or state. It makes laws, maintains peace and order, protects the rights of citizens, and provides essential public services. Every society requires a government to ensure that people can live safely, peacefully, and with equal opportunities.

In a democratic country like India, the government is elected by the people and is responsible for working for the welfare and development of all citizens.

Functions of Government

The government performs many important functions that directly affect the lives of people. It builds roads, schools, hospitals, railways, and other public infrastructure. It ensures the supply of electricity, clean drinking water, sanitation, and public transport.

The government also provides welfare schemes for economically weaker sections, supports education and healthcare, creates employment opportunities, and works to improve the quality of life for all citizens.

During natural disasters such as floods, earthquakes, cyclones, and droughts, the government provides rescue operations, medical assistance, food supplies, and rehabilitation to affected people.

Levels of Government in India

India has a three-tier system of government to efficiently manage its large population and geographical area.

The Local Government manages villages, towns, and cities through Panchayats and Municipalities. The State Government administers each individual state and looks after state-level services such as education, health, and law and order. The Central Government manages national matters such as defence, foreign affairs, currency, and national development.

These three levels work together to ensure effective governance throughout the country.

Organs of Government

The government functions through three important organs that perform different responsibilities.

The Legislature makes laws for the country and the states. The Executive implements these laws and manages the day-to-day administration. The Judiciary interprets laws, settles disputes, protects citizens’ rights, and ensures justice is delivered fairly.

The separation of powers among these three organs helps maintain balance, accountability, and the rule of law.

Forms of Government

Countries around the world follow different forms of government. In a Monarchy, the king or queen rules the country, often through hereditary succession.

India follows a Democracy, where the people elect their representatives through free and fair elections. Every adult citizen has the right to vote and participate in choosing the government. Democracy promotes equality, accountability, and public participation in governance.

Importance of Government

A strong and responsible government protects citizens, promotes development, maintains law and order, safeguards national security, and ensures equal opportunities for everyone. It also protects fundamental rights and works towards creating a peaceful, progressive, and inclusive society.

भारत एक लोकतांत्रिक देश है, जहाँ सरकार जनता द्वारा चुनी जाती है और जनता के हित में कार्य करती है।

सरकार के कार्य

सरकार नागरिकों के जीवन को बेहतर बनाने के लिए अनेक महत्वपूर्ण कार्य करती है। यह सड़कें, विद्यालय, अस्पताल, रेलवे और अन्य सार्वजनिक सुविधाओं का निर्माण करती है। साथ ही बिजली, स्वच्छ पेयजल, परिवहन और स्वच्छता जैसी आवश्यक सेवाएँ उपलब्ध कराती है।

सरकार गरीब एवं वंचित वर्गों के लिए विभिन्न कल्याणकारी योजनाएँ चलाती है, शिक्षा और स्वास्थ्य सेवाओं का विस्तार करती है तथा रोजगार के अवसर बढ़ाने का प्रयास करती है।

बाढ़, भूकंप, सूखा और चक्रवात जैसी प्राकृतिक आपदाओं के समय सरकार राहत, बचाव, भोजन, चिकित्सा तथा पुनर्वास की व्यवस्था भी करती है।

भारत में सरकार के स्तर

भारत में प्रशासन को प्रभावी बनाने के लिए सरकार के तीन स्तर कार्य करते हैं।

स्थानीय सरकार गाँवों, नगरों और शहरों का प्रशासन संभालती है। राज्य सरकार अपने राज्य में शिक्षा, स्वास्थ्य, कानून व्यवस्था और अन्य राज्य स्तरीय कार्यों का संचालन करती है। केंद्र सरकार पूरे देश से जुड़े विषयों जैसे रक्षा, विदेश नीति, मुद्रा और राष्ट्रीय विकास का संचालन करती है।

ये तीनों स्तर मिलकर देश के सुचारु प्रशासन को सुनिश्चित करते हैं।

सरकार के अंग

सरकार के कार्यों को प्रभावी ढंग से संचालित करने के लिए उसके तीन प्रमुख अंग होते हैं।

विधायिका कानून बनाती है। कार्यपालिका उन कानूनों को लागू करती है और प्रशासन का संचालन करती है। न्यायपालिका कानूनों की व्याख्या करती है, विवादों का समाधान करती है तथा न्याय सुनिश्चित करती है।

इन तीनों अंगों के बीच शक्तियों का संतुलन लोकतंत्र को मजबूत बनाता है।

सरकार के प्रकार

विश्व के विभिन्न देशों में अलग-अलग प्रकार की शासन व्यवस्थाएँ पाई जाती हैं।

राजतंत्र में राजा या रानी शासन करते हैं और शासन का अधिकार सामान्यतः वंशानुगत होता है।

लोकतंत्र में जनता अपने प्रतिनिधियों का चुनाव करती है। प्रत्येक वयस्क नागरिक को मतदान का अधिकार प्राप्त होता है। लोकतंत्र समानता, उत्तरदायित्व तथा जनभागीदारी पर आधारित शासन व्यवस्था है।

सरकार का महत्व

एक जिम्मेदार सरकार नागरिकों की सुरक्षा सुनिश्चित करती है, कानून व्यवस्था बनाए रखती है, विकास कार्य करती है, राष्ट्रीय सीमाओं की रक्षा करती है तथा सभी नागरिकों को समान अवसर उपलब्ध कराने का प्रयास करती है। सरकार का उद्देश्य एक सुरक्षित, समृद्ध और न्यायपूर्ण समाज का निर्माण करना है।
